They return at evening; they make a noise like a dog and go round about the city.

You, Adonai Elohei-Tzva’ot, God of Isra’el, arouse yourself to punish all the nations; spare none of those wicked traitors. (Selah)
My enemies return at evening, growling like dogs roaming the city.
They return in the evening; they howl like a dog, and go round about the city:
Thou hast given a warning to them that fear thee: that they may flee from before the bow: That thy beloved may be delivered.
Those evil men are like dogs that come into town in the evening, growling and roaming the streets.
Those bad people come back to the city every evening. They go from place to place, and they cry out like dogs.
They return at evening. They growl like dogs. They prowl around the city.

You, Lord God of hosts, are the God of Israel! Awake! Punish all the nations. Have no mercy on these worthless traitors. Selah

Treacherous souls return to the city in the evening; they prowl about, howling like dogs.

They shall be turned (again) at eventide, and they as dogs shall suffer hunger; and they shall compass, that is, go abegging, (in) the city. (They shall return in the evening, and they shall suffer hunger like dogs; and they shall go about begging in the city.)
