For Heshbon was the city of Sihon the king of the Amorites, who had fought against the former king of Moab and taken all his land out of his hand, even unto Arnon.

So Israel captured all the cities of the Amorites and lived in them, including the city of Heshbon, which had been King Sihon’s capital.
But Sihon wouldn’t let Israel go through. Instead he got his army together and marched into the wilderness to fight Israel. At Jahaz he attacked Israel. But Israel fought hard, beat him soundly, and took possession of his land from the Arnon all the way to the Jabbok right up to the Ammonite border. They stopped there because the Ammonite border was fortified. Israel took and occupied all the Amorite cities, including Heshbon and all its surrounding villages. Heshbon was the capital city of Sihon king of the Amorites. He had attacked the former king of Moab and captured all his land as far north as the river Arnon. That is why the folk singers sing, Come to Heshbon to rebuild the city, restore Sihon’s town.

Israel took over all that area, claimed the Amorite cities and surrounding villages, and settled there. This included the capital city of Heshbon from where King Sihon ruled the Amorites. (It was Sihon who had challenged the late king of the Moabites and prevailed, making the territory of Moab all the way to the Arnon part of the Amorites’ lands.)
For Heshbon was the city of Sihon the king of the Amorites, who had fought against the former king of Moab, and taken all his land out of his hand, even to the Arnon.
The city of Heshbon was Sihon’s, king of Amorites, which Sihon fought against the king of Moab, and took all the land that was of his lordship, till to (the) Arnon. (The city of Heshbon was Sihon’s, the king of the Amorites, who had fought against the king of Moab, and had taken all the land that was under his rule, unto the Arnon River.)
