His watchmen are blind; they are all ignorant; they are all dumb dogs, they cannot bark, sleeping, lying down, loving to slumber.

You leaders of Israel should be watchdogs, protecting my people. But you can't see a thing, and you never warn them. Dozing and daydreaming are all you ever do.
His watchmen are all of them blind, they are without knowledge; they are all dumb dogs that cannot bark, dreaming, lying down, loving to slumber:

Israel's guards are blind! They do not see what is happening. They are all like dogs that cannot make a noise. They cannot warn people about danger. They love to lie on the ground and they dream while they sleep.
His watchmen are blind, all of them. They know nothing. All of them are silent dogs. They are not able to bark. They are seers who lie down, who love to sleep.

Their watchmen are all blind: they have no knowledge: they are all dumb dogs: they cannot bark: they lie and sleep, and delight in sleeping.
⌞Israel’s⌟ watchmen are blind. None of them know anything. All of them are like dogs that are unable to bark. They lie around dreaming; they love to sleep.
He says, “All the leaders, who are supposed to warn my people, are blind! They know nothing. They are like watch dogs that don't bark—they only lie around and dream. How they love to sleep!

For the leaders of my people—the Lord’s watchmen, his shepherds—are all blind to every danger. They are featherbrained and give no warning when danger comes. They love to lie there, love to sleep, to dream.
A call to the savage beasts: Come on the run. Come, devour, beast barbarians! For Israel’s watchmen are blind, the whole lot of them. They have no idea what’s going on. They’re dogs without sense enough to bark, lazy dogs, dreaming in the sun— But hungry dogs, they do know how to eat, voracious dogs, with never enough. And these are Israel’s shepherds! They know nothing, understand nothing. They all look after themselves, grabbing whatever’s not nailed down. “Come,” they say, “let’s have a party. Let’s go out and get drunk!” And tomorrow, more of the same: “Let’s live it up!”

Israel’s watchmen are all blind; they perceive absolutely nothing. They are all dumb watchdogs that are unable to bark, dreaming as they lie there, loving the opportunity to sleep.
The leaders who are to guard the people are blind; they don’t know what they are doing. All of them are like quiet dogs that don’t know how to bark. They lie down and dream and love to sleep.

Israel’s prophets are blind. They don’t know the Lord. All of them are like watchdogs that can’t even bark. They just lie around and dream. They love to sleep.

His tzof (watchmen, sentinels, nevi’im) are ivrim (blind); they all lack da’as, they are all kelavim illemim (mute watchdogs) that cannot bark; lying around dreaming, they love to slumber [See Jer 6:17; Ezek 3:17 by contrast].

Those who should be guarding and directing the people are blind and ignorant at best. They are no better than hounds who can’t be bothered to bark at trouble; they lie around, lost in their dreams, loving their sleep.
His watchmen are blind. They are all without knowledge. They are all mute dogs. They can’t bark— dreaming, lying down, loving to slumber.
All the beholders thereof be blind, all they knew not; (they be) dumb dogs, that be not able to bark; seeing vain things, sleeping, and loving dreams; (All of its beholders be blind, all of them did not know; they be dumb dogs, that be not able to bark; seeing empty and futile things, sleeping, and loving dreams;)
