Better is it that thou shouldest not vow, than that thou shouldest vow and not pay.

Better not to make a promise than to make a promise without fulfilling it.
Don’t let your words make you guilty, and don’t tell the temple official that you made the vow by mistake. Why give God reason to be angry at what you say and destroy what you have accomplished?
It's better not to make a promise at all than to make one and not keep it.

Give not thy mouth to cause thy flesh to sin: and say not before the angel: There is no providence: lest God be angry at thy words, and destroy all the works of thy hands.

Suffer not thy mouth to make thy flesh to sin: neither say before the Angel, that this is ignorance: wherefore shall God be angry by thy voice, and destroy the work of thine hands?

When you tell God you’ll do something, do it—now. God takes no pleasure in foolish drivel. Vow it, then do it. Far better not to vow in the first place than to vow and not pay up.

Let not your utterances make you guilty, and say not before his representative, “It was a mistake.” Why should God be angered by your words and destroy the works of your hands?

Do not allow your mouth to lead you into sin and then plead before God’s messenger that it was all a mistake. Otherwise God will become angered at your words and destroy the work of your hands.

and it is much better to make not a vow, than after a vow to yield not the promises. (and it is much better to not make a vow, than to make a vow and then not yield the promises.)
Better that thou do not vow, than that thou dost vow and dost not complete.
