He did that cruel thing and he was not sorry for the poor man. So he must pay the poor man enough money to buy four lambs.’
In place of that lamb, he will restore four lambs, because he did this and had no pity.”

At the least, he will restore that lamb four times over because he acted without pity.

he shall yield the sheep into fourfold, for he did this word, and spared not. (he shall give him four sheep, for he did this thing, and yet could care less.)
and the ewe-lamb he doth repay fourfold, because that he hath done this thing, and because that he had no pity.'
