He also decided to start a new festival for the Israelites on the fifteenth day of the eighth month, just like the one in Judah. On that day, Jeroboam went to Bethel and offered sacrifices on the altar to the gold calf he had put there. Then he assigned the priests their duties.
And he offered upon the altar that he had made in Bethel, on the fifteenth day of the eighth month, in the month which he had devised of his own heart; and he made a feast for the children of Israel, and he offered upon the altar, burning incense.

So King Jeroboam chose his own time for a festival for the Israelites, the 15th day of the eighth month. And during that time he offered sacrifices and burned incense on the altar he had built at Bethel.

Jeroboam also announced that the annual Tabernacle Festival would be held at Bethel on the first of November (a date he decided upon himself), similar to the annual festival at Jerusalem; he himself offered sacrifices upon the altar to the calves at Bethel and burned incense to them. And it was there at Bethel that he ordained priests for the shrines on the hills.
And that wasn’t the end of it. Jeroboam built forbidden shrines all over the place and recruited priests from wherever he could find them, regardless of whether they were fit for the job or not. To top it off, he created a holy New Year festival to be held on the fifteenth day of the eighth month to replace the one in Judah, complete with worship offered on the Altar at Bethel and sacrificing before the calves he had set up there. He staffed Bethel with priests from the local shrines he had made. This was strictly his own idea to compete with the feast in Judah; and he carried it off with flair, a festival exclusively for Israel, Jeroboam himself leading the worship at the Altar.
So he made offerings on the altar that he had made in Bethel on the fifteenth day of the eighth month, a holiday he imagined in his own heart, and ordained a feast for the children of Israel, and he sacrificed on the altar and burned incense.
He went to his altar in Bethel to burn an offering on the fifteenth day of the eighth month, the festival he had invented for the Israelites.
