Deuteronomy 19:3-5
New Century Version
3 Build roads to these cities, and divide the land the Lord is giving you into three parts so that someone who kills another person may run to these cities.
4 This is the rule for someone who kills another person and runs to one of these cities in order to save his life. But the person must have killed a neighbor without meaning to, not out of hatred. 5 For example, suppose someone goes into the forest with a neighbor to cut wood and swings an ax to cut down a tree. If the ax head flies off the handle, hitting and killing the neighbor, the one who killed him may run to one of these cities to save his life.

3 Thou shalt prepare thee a way, and divide the coasts of thy land, which the Lord thy God giveth thee to inherit, into three parts, that every slayer may flee thither.
4 And this is the case of the slayer, which shall flee thither, that he may live: Whoso killeth his neighbour ignorantly, whom he hated not in time past;
5 As when a man goeth into the wood with his neighbour to hew wood, and his hand fetcheth a stroke with the axe to cut down the tree, and the head slippeth from the helve, and lighteth upon his neighbour, that he die; he shall flee unto one of those cities, and live:
