Romans 13:7-9

7 Pay your obligations(A) to everyone: taxes to those you owe taxes,(B) tolls to those you owe tolls, respect to those you owe respect,(C) and honor to those you owe honor.
Love, Our Primary Duty
8 Do not owe anyone anything, except to love one another, for the one who loves another has fulfilled the law.(D) 9 The commandments, Do not commit adultery; do not murder; do not steal;[a] do not covet;[b](E) and any other commandment, are summed up by this commandment: Love your neighbor as yourself.[c](F)

Love Fulfills the Law
8 Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law.(B) 9 The commandments, “You shall not commit adultery,” “You shall not murder,” “You shall not steal,” “You shall not covet,”[a](C) and whatever other command there may be, are summed up(D) in this one command: “Love your neighbor as yourself.”[b](E)
