He must take the two goats to the door of the Tent of Meeting. They are a gift to the Lord. He must use the special stones.[a] They will help him to decide what he should do. He must decide which goat is for the Lord. And he must decide which goat he must send away. Aaron must take the goat that is for the Lord. And he must kill it. It is a sin offering.

Then he is to take the two goats and present them before the Lord at the entrance to the tent of meeting. He is to cast lots(A) for the two goats—one lot for the Lord and the other for the scapegoat.[a](B) Aaron shall bring the goat whose lot falls to the Lord and sacrifice it for a sin offering.
