38 so that the saying of Isaiah the prophet might be fulfilled, what he spoke: Lord, who believes our message? and to whom is the arm of the Lord revealed? 39 Therefore they could not believe, because Isaiah says again: 40 He has blinded their eyes and hardened their hearts, so that they will not see with their eyes and understand with their hearts and be reformed, and I would heal them.

38 This was to fulfill the word of Isaiah the prophet:

“Lord, who has believed our message
    and to whom has the arm of the Lord been revealed?”[a](A)

39 For this reason they could not believe, because, as Isaiah says elsewhere:

40 “He has blinded their eyes
    and hardened their hearts,
so they can neither see with their eyes,
    nor understand with their hearts,
    nor turn—and I would heal them.”[b](B)
