Hebrews 9:19-21

19 Indeed, after every command was spoken by Moses to all the people, in accordance with the law, he took the blood of calves and of goats,[a] with water and scarlet wool and a hyssop branch, and sprinkled both the book itself and all the people. 20 He said, “This is the blood of the covenant that God established for you.”[b] 21 In the same way he sprinkled blood on the tent and all the objects for worship.

New International Version
19 When Moses had proclaimed(A) every command of the law to all the people, he took the blood of calves,(B) together with water, scarlet wool and branches of hyssop, and sprinkled the scroll and all the people.(C) 20 He said, “This is the blood of the covenant, which God has commanded you to keep.”[a](D) 21 In the same way, he sprinkled with the blood both the tabernacle and everything used in its ceremonies.
