Deuteronomy 29:13-15

13 in order to establish you today[a] to himself[b] as a people and so that he may be for you as God, just as he promised[c] to you and just as[d] he swore to your ancestors,[e] to Abraham, to Isaac, and to Jacob.
14 “Now I am not making this covenant[f] and this oath with you alone.[g] 15 But with whoever is standing here[h] with us today[i] before[j] Yahweh our God, and with whoever is not standing here[k] with us today.[l]

13 That he may establish thee to day for a people unto himself, and that he may be unto thee a God, as he hath said unto thee, and as he hath sworn unto thy fathers, to Abraham, to Isaac, and to Jacob.
14 Neither with you only do I make this covenant and this oath;
15 But with him that standeth here with us this day before the Lord our God, and also with him that is not here with us this day:
