Deuteronomy 23:20-22
Modern English Version
20 You may charge interest to a foreigner, but to your brother you may not lend with interest so that the Lord your God may bless you in all to which you set your hand in the land which you are entering to possess.
21 When you make a vow to the Lord your God, you must not be slow to pay it, for the Lord your God will surely require it of you, and it would be a sin to you. 22 But if you refrain from making a vow, it will not be a sin to you.

20 You may charge a foreigner(A) interest, but not a fellow Israelite, so that the Lord your God may bless(B) you in everything you put your hand to in the land you are entering to possess.
21 If you make a vow to the Lord your God, do not be slow to pay it,(C) for the Lord your God will certainly demand it of you and you will be guilty of sin.(D) 22 But if you refrain from making a vow, you will not be guilty.(E)
