Deuteronomy 23:20-22

20 (A)You may charge interest to a foreigner, but to your brother you shall not charge interest, so that (B)Yahweh your God may bless you in all [a]that you send forth your hand to do in the land which you are about to enter to [b]possess.
21 “(C)When you make a vow to Yahweh your God, you shall not delay to pay it, for Yahweh your God will surely require it of you; and it will be a sin in you. 22 However, if you refrain from vowing, it will not be a sin in you.

New International Version
20 You may charge a foreigner(A) interest, but not a fellow Israelite, so that the Lord your God may bless(B) you in everything you put your hand to in the land you are entering to possess.
21 If you make a vow to the Lord your God, do not be slow to pay it,(C) for the Lord your God will certainly demand it of you and you will be guilty of sin.(D) 22 But if you refrain from making a vow, you will not be guilty.(E)
