Deuteronomy 23:20-22
International Children’s Bible
20 You may charge a foreigner, but not a fellow Israelite. Then the Lord your God will bless everything you do. He will bless you in the land you are entering to take as your own.
21 You might make a promise to give something to the Lord your God. Do not be slow to pay it. The Lord your God demands it from you. Do not be guilty of sin. 22 But if you do not make the promise, you will not be guilty.

New International Version
20 You may charge a foreigner(A) interest, but not a fellow Israelite, so that the Lord your God may bless(B) you in everything you put your hand to in the land you are entering to possess.
21 If you make a vow to the Lord your God, do not be slow to pay it,(C) for the Lord your God will certainly demand it of you and you will be guilty of sin.(D) 22 But if you refrain from making a vow, you will not be guilty.(E)
