9 And after that the officers have made an end of speaking unto the people, they shall make captains of the army to govern the people.
10 ¶ When thou comest near unto a city to fight against it, (A)thou shalt offer it peace.
11 And if it answer thee again [a]peaceably, and open unto thee, then let all the people that is found therein, be tributaries unto thee, and serve thee.

9 When the officers have finished speaking to the army, they shall appoint commanders over it.
10 When you march up to attack a city, make its people an offer of peace.(A) 11 If they accept and open their gates, all the people in it shall be subject(B) to forced labor(C) and shall work for you.
