13 Israel, for the good of the whole country, you must kill anyone who murders an innocent person. Never show mercy to a murderer!
Property Lines
Moses said to Israel:
14 (A) In the land the Lord is giving you, there are already stones set up to mark the property lines between fields. So don't move those stones.
Witnesses Must Tell the Truth
Moses said to Israel:
15 (B) Before you are convicted of a crime, at least two witnesses must be able to testify that you did it.

Deuteronomy 19:13-15
New International Version
13 Show no pity.(A) You must purge from Israel the guilt of shedding innocent blood,(B) so that it may go well with you.
14 Do not move your neighbor’s boundary stone set up by your predecessors in the inheritance you receive in the land the Lord your God is giving you to possess.(C)
Witnesses
15 One witness is not enough to convict anyone accused of any crime or offense they may have committed. A matter must be established by the testimony of two or three witnesses.(D)
