6 (A)At the mouth [a]of two or three witnesses shall he that is worthy of death, die: but at the mouth of one witness, he shall not die.
7 The hands of the [b]witnesses shall be first upon him, to kill him: and afterward the hands of all the [c]people: so thou shalt take the wicked away from among you.
8 ¶ If there rise a matter too hard for thee in judgment between blood and blood, between plea and plea, between plague and plague, in the matter of controversy within thy gates, then shalt thou arise, and go up unto the place which the Lord thy God shall choose,

Deuteronomy 17:6-8
New International Version
6 On the testimony of two or three witnesses a person is to be put to death, but no one is to be put to death on the testimony of only one witness.(A) 7 The hands of the witnesses must be the first in putting that person to death,(B) and then the hands of all the people.(C) You must purge the evil(D) from among you.
Law Courts
8 If cases come before your courts that are too difficult for you to judge(E)—whether bloodshed, lawsuits or assaults(F)—take them to the place the Lord your God will choose.(G)
