3 From a foreigner you may exact it, but you must remit your claim on whatever any member of your community owes you. 4 There will, however, be no one in need among you, because the Lord is sure to bless you in the land that the Lord your God is giving you as a possession to occupy, 5 if only you will obey the Lord your God by diligently observing this entire commandment that I command you today.

New International Version
3 You may require payment from a foreigner,(A) but you must cancel any debt your fellow Israelite owes you. 4 However, there need be no poor people among you, for in the land the Lord your God is giving you to possess as your inheritance, he will richly bless(B) you, 5 if only you fully obey the Lord your God and are careful to follow(C) all these commands I am giving you today.
