Deuteronomy 15:3-5

3 Of a stranger thou mayest require it: but that which thou hast with thy brother, thine hand shall remit:
4 [a]Save when there shall be no poor with thee: for the Lord shall bless thee in the land, which the Lord thy God giveth thee, for an inheritance to possess it.
5 So that thou hearken unto the voice of the Lord thy God, to observe and do all these commandments, which I command thee this day.

Deuteronomy 15:3-5
New International Version
3 You may require payment from a foreigner,(A) but you must cancel any debt your fellow Israelite owes you. 4 However, there need be no poor people among you, for in the land the Lord your God is giving you to possess as your inheritance, he will richly bless(B) you, 5 if only you fully obey the Lord your God and are careful to follow(C) all these commands I am giving you today.
