Deuteronomy 4:6-8
New English Translation
6 So be sure to do them, because this will testify of your wise understanding[a] to the people who will learn of all these statutes and say, “Indeed, this great nation is a very wise[b] people.” 7 In fact, what other great nation has a god so near to them like the Lord our God whenever we call on him? 8 And what other great nation has statutes and ordinances as just[c] as this whole law[d] that I am about to share with[e] you today?

That is, it is the collection of all the חֻקִּים (khuqqim, “statutes,” 4:1) and מִשְׁפָּטִים (mishpatim, “ordinances,” 4:1) to be included in the covenant text. In a full canonical sense, of course, it pertains to the entire Pentateuch or Torah.

6 Observe(A) them carefully, for this will show your wisdom(B) and understanding to the nations, who will hear about all these decrees and say, “Surely this great nation is a wise and understanding people.”(C) 7 What other nation is so great(D) as to have their gods near(E) them the way the Lord our God is near us whenever we pray to him? 8 And what other nation is so great as to have such righteous decrees and laws(F) as this body of laws I am setting before you today?
