18 At dawn, the jail was in great commotion. What had happened to Peter? 19 When Herod sent for him and found that he wasn’t there, he had the sixteen guards arrested, court-martialed and sentenced to death. Afterwards he left to live in Caesarea for a while.
20 While he was in Caesarea, a delegation from Tyre and Sidon arrived to see him. He was highly displeased with the people of those two cities, but the delegates made friends with Blastus, the royal secretary, and asked for peace, for their cities were economically dependent upon trade with Herod’s country.

New International Version
18 In the morning, there was no small commotion among the soldiers as to what had become of Peter. 19 After Herod had a thorough search made for him and did not find him, he cross-examined the guards and ordered that they be executed.(A)
Herod’s Death
Then Herod went from Judea to Caesarea(B) and stayed there. 20 He had been quarreling with the people of Tyre and Sidon;(C) they now joined together and sought an audience with him. After securing the support of Blastus, a trusted personal servant of the king, they asked for peace, because they depended on the king’s country for their food supply.(D)
