¹⁷ The sentence is by the decree of ^(A)the watchers, the decision by the word of ^(B)the holy ones, to the end that the living may know that the Most High ^(C)rules the kingdom of men ^(D)and gives it to whom he will and ^(E)sets over it the lowliest of men.’

²⁰ But ^(A)when his heart was lifted up and his spirit was hardened so that he dealt proudly, ^(B)he was brought down from his kingly throne, and his glory was taken from him.

13 Let every person ^(A)be subject to the governing authorities. For ^(B)there is no authority except from God, and those that exist have been instituted by God.
